The registered owner of a vehicle, even if not used for a public service, is primarily responsible to third persons for injuries caused to the latter. The registered owner will not be allowed to present evidence to show that he is not actually the owner of the vehicle to skirt 1iability Otherwise, it would be easy for the registered owner to escape responsibility by transferring the vehicle to one who possesses no property.
